You need to make two center pieces for the water wheel to work.

In order to make the center pieces, you need:
Metal- stone+fire.
Forge bucket- ceramic+clay.

Other important info:
Ceramic= limestone+cement.
Clay= water+red earth.

Making a forge bucket requires crafting to be upgraded 3 times.
