Conan O'Brien will give this Otter-shaped hat that makes swimming easier to you in rivers. To find Conan O'Brien, you must accept delivery order 37. Sometimes you'll have to complete order 38 first. The delivery terminal that offers order 37 is a little random so just keep your eyes open at all the delivery options at each facility in the Central Region. The order is for delivering two sewing kits to the Cosplayer AKA Conan. Simply complete this delivery #37, north-west of South Knot City, to get to talk to Conan. Conan says "Wear it, and you too can ride the river rapids without fear, unless you're afraid of looking too sexy! Roar... right?"
