Note: Start a new game in Freeplay mode. Use a text editor such as notepad to edit the saved game file in the game directory. Go to the "Statistics" section. Look for a line that has the content similar to:

100000,0,0,,,,,,

Change the "100000" to "900000000", then save the file. You will now have $900 million in the game.
