Have all of the following: rocket launcher, sniper rifle, pistol, and binoculars. Take out the rocket launcher, click the weapons menu, and select the binoculars. Then, switch to the sniper rifle with the menu. Your gun should now be floating and your character should be firing the rocket launcher.
