If you have no money, go to your safe house. Go into the garage and get out of your car. Exit the garage. When the door closes, approach the garage and you will see your brand new car repaired for free!!

Note: This doesn't change the color of your car or get rid of Wanted Levels. You'll have to go to a Pay 'n' Spray for that.
