If you want to fill Jellyfish Jelly jars, go to the Residential District and find the tunnel that goes to the Restaurant District. And Voila! You got a jellyfish behind that tunnel. Then, harvest them, go to that tunnel and go back. Repeat it if you got more jellyfish jelly jars.
