Go to the airport in San Fierro and enable the "Spawn Jetpack" code. Enter the Shamel jet and enable the "Speed up time" code. Fly it until a message appears in the corner. Fly it for about five or ten more minutes and you will have a pilot license without going to pilot school. Make sure you save the game.
