Have the camera active as your current weapon, then target a member of your own gang. Press L to give them the camera and they will snap a picture of CJ. Alternately, have the camera and recruit a gang member. Switch to the camera and get close to the gang member you just recruited. There will be a menu pop up on the top left, telling you to press L. After you press L, get into place and take the picture.
