This must be done on Keys. Get the super car, 4 stars with empty streets, and on the highway keep driving until you get to 190 mph or more. Then put your driving skill back to 0 stars, then you slow down for a second and then you speed up past 200 mph. Be careful, your car may fly over the over the railing into the water.
