Enter the storeroom at Cysael Harbor, then go to the attached courtyard on the right. You can find two Legionnaires and a charmed female Orc at coordinates X272, Y75. Tell the Legionnaires to spare the Orc's life, then return later to get the "Fields Of Regret" achievement.
