Go to "Bullgrurzh", located southeast of "Glarblargle Beach". When you first enter, you will see a large golden anvil. Move to your right and you will eventually find a passageway. Follow it until you enter a room with a golden wheel in the middle. Headbutt the wheel to get the mutator.
