To cruise, a ship requires a destination, passengers, and fuel. New destinations are unlocked with each level. When a cruise is completed you will receive experience and gold.

The radar will notify you of any guest yachts that want to dock at your piers. Allowing them to do so will reward you with money and resources, and are part of some quest objectives.
