Penalty Kick Mode
Execute the Secret Mode cheat described below. At the team selection screen, select your team and then your opponent. Then hold Select and press A to jump to the round results screen with a tie score, forcing the penalty kick mode.
Secret Mode - Select Tournament Starting Round
At the title screen, move the cursor to the two-player option. Hold Up+B then press A or Start. This will force the World Cup mode to begin, and starts the Team Selection process, though it is called Secret Mode.
