After you come back from Mr. Pokemon's house you'll visit Prof. Elm, and at the end of the conversation he says to talk to your mom. If you leave without talking to her, eventually she calls you and asks if you want her to save your money, tell her no, and you can keep your money.

Note: If you do talk to her before you leave, you have no choice unless you come back and talk to her.
