To complete these levels, use the D-Pad! They don't tell you in the game.

To get the pick-ups, lean only slightly and you won't get the train hurt. Use the X button to increase the speed.

When you play tennis with the Jack-In-The-Box, try to get the power ups on the court. Also, when you serve the ball, try to serve it on the opposite side of him. This works most of the times.
