As soon as you get the rocket nozzle, head to the plaza. Get on the box near the right side of the plaza, and now jump off of it now using the rocket launcher. Try to land on the place where the big shine sprite is. When you do, spray the big sprite until it is clean, then a cutscene should show you have the last level.
