Go to Roshi and talk, then steal Baba's ball and take it to Korin. At the end of the game sequence, Goku will transform into SSJ1, after which the credits will start. You will be allowed to play a New Game+, in which you can use SSJ1 Goku. This will allow you to play through to Freiza.
