First, go somewhere where you can shoot blasts with Vegeta. Scroll your attacks with the "L" button till you get to the Big Bang Attack. Hold down be to start chargin it up. Soon as you start charging it up, press the start button. Then, press the "b" button. Now, the Big Bang Attack should be charging by itself.
