After you obtain the first element, go to Hyrule Town. You should see a merchant stand full of dust. Use the Gust Jar to clean up the dust. Now walk around anywhere on the map (just don't turn the game off or die) and return after about 5 minutes. Beedle should have set up a shop with luck bringing potions! Each time another event in the game is completed, a new one goes to sale.
