The real way of getting groudon and Kyogre (because some people are lying about it) is to go to the weather institute and talk to the guy who gave you the castform and he will either say there is a drought on route whatever ( drought for groudon) or if their is heavy rainfall on route where ever ( heavy rainfall for Kyogre).
