You must unlock all ten available "soldier slots". You start with only two unlocked. You must purchase the "Close Quater Combat Soldier", "Sniper" and "Medic" DLCs. The additional five slots are unlock through winning missions. However, the slot unlocks are scattered among locations, mission types and money rewards. Every five wins will allow you to pick a reward from two streams. You will need to win over 120 missions.
