Once you have reclaimed the City Hall, you need to send a delegation out there to sort out the constitution.

Watch out for the danger rating of each mission. You might need to send more survivors if it is too dangerous.

You can only reclaim land that is adjacent to your walls, so if you are after something further out, you will need to work towards it.
