Add the -unlock_all_missions command line parameter to end of the "Target" field in the "Shortcut" properties that are used to launch the game.

Press [Ctrl] + [Shift] + ~ or [Ctrl] + [Shift] + @ (on some keyboards) during game play to display the console window. Enter one of the following codes to activate the corresponding cheat function, then press [Ctrl] + [Shift] + ~ or @ again to exit the console window.
