When your opponent has a lot of Jet Choppers, get Bounce Mines (recommended) or Super Bounce Mines. Go in the enemy base. When the Jet Choppers are after you, drop the mines. They will wipe the Jet Choppers out quickly. Super Bounce Mines are effective against all things, especially Jet Choppers, Hovers, Flying Fortresses, and Dreadnoughts.
