Wait until the black robed goblin appears. To get his staff you must get as close to him as possible and kill him with SRSR. The damage that he receives will be small and it will take awhile. Once you kill him, the ice effect will make black robed goblin talk slower. When he says "Whys", quickly grab his staff.
