First, build a hot tub then invite a friend to your house (must be another adult). Get your Sim and the person you want to be friends with in the hot tub, then build counters or shelves all the way around it. Set the timer to ultra speed and wait. Because they cannot get out, they will just talk away. Leave them there until they become friends.
