In any non-online game(like instant action),choose a game type,choose a map,wait until the game loads,and when you are in gameplay,press fire to start the game,then press ~ to bring up the console,and then type in set fire rate #.But be sure to replace # with an actual number.You can set the fire rate to any slow rate,example:-1.
