The people with shotguns, and full body armor seem very hard to kill, but there are two easy ways to kill them. One is you can throw a gernade at them, but if you don't want to waste a gernade, then if you get behind them, and shoot them in the back of the head then they will die instantly. (This is perfect in the bridge level, when you are traveling through the tunnel, and there are three shotgun guards.)
