Just target something with L1. Move the target around the room until you target an explosive barrel. Pick it up with PK and throw it at Bongwater. He will die instantly and after the movie clip, grab the disintegrater ray datacore and kill any remaining KGB agents.

IMPORTANT NOTE: Allways keep running around the room whilst you get a barrel, or Bongwater will hit you and you will drop the barrel.
