Find the "capital auto" shop in Portland, near the fire Station/8 balls bomb shop. Do the car salesman mission. If there is a "Banshee" or a "Cheetah" or a "BF Injection" or some good car, get into the car. Get back out. Then it will say "Mission Failed" and then the people walk away and there you have it. You have 4 cars there. Some are good, some are... crappy.
