Successfully complete Sora's and Riku's story, then return to Sora's story. Go to Twilight Town and enter the treasure room. One of the two chests there will have the Roxas card. It requires Blue level 8 card, Red level 6 card, Green cards that altogether equal 20 points, Key to Rewards. The card doubles the attack strength of 20 single attack cards.
