After enabling the "All shop items" code, select the cheat weapons from the supply drop menu. After it is delivered, bash the crate and select the Portable Air Strike weapon. Find an Allied Vehicle and lock onto it. Stand at an angle and the rocket should circle around the vehicle once or twice. Note: this only works about some of the time.
