When you are in a race with maximum police probability, the police always show up, they pursue you still at the end of the race if u dont evade the pursuit, so simply win the race, and if the cops are still on u at the end of the race, press circle to restart the race, then simply put the game on pause, and jump to safe house. The race eill still be completed! Simple huh?
