You unlock all of the legends in season mode. Then when you start general manager mode (you can be any brand you want) you go to rosters and then you go to "edit available roster". Then you can turn on legends to be in the rosters. When you turn them on you can sign them on you roster in free agency. (you must wait for a week to get them in free agency before you are able to sign them).
