Start the "Hospital" level (VII) and exit the train tunnel. Follow the staircase and then the tunnel as instructed by the mission. You will enter a small outside area with an upgrade terminal. Look up to find platforms with explosives on them. Shoot them then look outside to see a zeppelin drop and explode.
