To unlock Tia Halibel, complete mission 49 with an "A" or better rank, then complete mission 50. To unlock Dark Rukia, complete mission 59 with an "A" or better rank, then complete mission 60.

You should play "Soul Championship" mode to unlock "Soul Codes", you can use them instead of "Soul Customize".
