I always wondered why vice city stories didnt have a hover craft but one day i found one. Go to your map. Zoom in and go to the bottom. There is a little boat deck thing. Im talking about the one that isnt touching anything. Go there. When you get there, a red hover craft should pop up. It is called Bovver '64. When you get inside, ther will be a mission. You can cancel by pressing up and you can still ride it. Enjoy.
