Enable the "Recruit anyone into your gang" code. Recruit three pedestrians, then get into an ambulance. Enable the "Flying cars" code and take off (best done from your house). Gain altitude for about one minute, then click Right Analog-stick to start the ambulance missions. Your pedestrians will bail out of the ambulance.
