Enable the "Recruit anyone into your gang" code. Go up to some police and press R to target them (without a gun in your hand). Press Up to recruit them. Go anywhere where the cops are not at. Shoot or punch someone, or just shoot nothing. Your recruited cop will put a one star wanted level on you.
