Go to the bottom of the Sherman Dam where the water is lower. It is on your left if you are facing towards the dam, at the end of the short pier-looking structure. You will see both a Sea Sparrow and Skimmer. If you press R, the guns shoot from the Sea Sparrow. The Sea Sparrow also can be found parked on the helipad near the Boat School.
