Find an opponent to outrun with. Get directly behind him/her until your touching the back of his/her car. When the icon in the top left corner of the screen starts telling you to press UP on the D-pad to start the outrun. Quickly press UP on the D-pad and spin your opponent out. This fairly easy to accomplish.
