At the part on the Presidential Palace level where you go down in the lift and you have several elites facing you, I have a tactic to skip the battle. As soon as you get out of the lift, run to the end left bookshelf near the stairs. Kill the guard behind it and then quickly run into the tunnel behind the bookshelf and it will skip the battle against the elites! This tactic saves you a alot of health and ammunation.
