You must have a level 5 in agility before you attempt this. Get a helicopter and fly around Agency Tower until you see a big tube-like thing with no top. Fly over it and get out of your helicopter. Now, use your Wingsuit to fly down the tube. At the bottom is a toilet full of rubber ducks. Oh, and it's huge.
