Bright Engrams can randomly drop, but they have a higher drop rate in activities like Heroic Public Events, Strikes, Nightfalls Strikes, and Raids. Take the Bright Engrams to Tess Everis at the Eververse to get items such as Exotic Ornaments and Legendary Ships, Shaders, and Sparrows from them. Dismantle these items to get Bright Dust.
