Just north of the safehouse where Chapter three begins, you can find a trucking yard with a lot of enemies. In the back corner of the trucking yard is some oil on the ground. Lure the enemies there and shoot the oil to get the "Kick, Shoot, Burn" achievement. You can climb on the box near the oil to avoid getting burned, as the enemies cannot hit you there.
